How to install the heat sink?

I have the 25G ESC which is came with heat sink on the package.　How to install it?　What's your recommendation?　Should I cut the heat shrink then stick the heat sink?　I think it is better off to install the heat sink?　How come Align do not install the heat sink out of factory?

The heat sink should be stick on the heat shrink closely out of the factory.
May I have the photo? This will help us to know your problem easily.
